You use all to indicate that you are referring to the whole of a particular group or thing or to everyone or everything of a particular kind.
All is often used to mean the same as
whole but when used in front of plurals,
all and
whole have different meanings. For example, if you say '
All the buildings have been destroyed', you mean that every building has been destroyed. If you say '
Whole buildings have been destroyed', you mean that some buildings have been destroyed completely. Note that when
all is used to consider a group, this means that the group has more than two members. To refer to two people or things, you use
